Authority

Jurisdiction

  • Under the authority of the University of 蓝莓视频 Act of the Province of Ontario, the University of 蓝莓视频 has the authority to regulate parking on all properties owned or rented by the University.
  • The University of 蓝莓视频 is private property, and the university reserves the right to control vehicular traffic on the campus and to prohibit access to any vehicle.
  • The responsibility for the implementation and enforcement of these Regulations falls to the Vice President, Administration and Finance, who has directed that the Sustainable Transportation Office be fully empowered to discharge this responsibility.
  • On campus parking facilities, and those off campus facilities on properties belonging to, or being used by, the University of 蓝莓视频 will be supervised by Sustainable Transportation according to the terms or other conditions pertaining to their use as determined by the University.
  • All roadways on the University of 蓝莓视频 are consider fire routes and are strictly enforced according to听City of 蓝莓视频 By-Law 2018-007.
  • These Regulations supersede all previous regulations and may be amended at appropriate intervals by the Vice President, Administration and Finance or appointed designate.

Protection of Privacy

  • The University of 蓝莓视频 collects the following information as part of the parking permit application process: permit holder name, employee or student ID, address and contact information, email, telephone number, and vehicle details (including license plate, make, model, year, and colour). This information is used to administer parking services, including issuing permits, managing parking violations, and ensuring compliance with university parking regulations.
  • Personal information on this form is collected under the authority of the听University of 蓝莓视频 Act, 1972听(as amended) and is necessary for the proper administration of a lawfully authorized activity. Information is processed in compliance with Ontario privacy legislation (e.g., the听Freedom of Information and Protection of Privacy Act) and in accordance with the University of 蓝莓视频鈥檚 policies and guidelines, as well as other applicable laws.
  • The information will be retained only as long as necessary for the purpose for which it was collected and will be securely destroyed in accordance with the University鈥檚 records management policies. While retained, the information will be accessed only by University of 蓝莓视频 personnel who require it to perform their duties related to parking services.

Summary of conditions

General information

  • The University of 蓝莓视频 has no legal or contractual obligation to provide parking accommodation and assumes no liability for any damage to a vehicle or any loss of the vehicle or its contents while it is driven or parked on campus.
  • Regulations and fees are in effect 24 hours a day 7 days a week. The University will endeavour to keep a current copy of the Parking Regulations available on the听Sustainable Transportation website.
  • Faculty, staff, students, contractors and visitors, are responsible for making themselves aware of the Regulations pertaining to the operation and parking of vehicles at University of 蓝莓视频.
  • Every person operating a vehicle on campus must obey the directions or signals of a University Special Constable.
  • The University reserves the right to set or amend parking fees.
  • Campus speed limit is 40 km/h unless otherwise posted.
  • Repeated violations of parking regulations, improper or dishonest use of parking permits, failure to pay fees, failure to comply with the instructions of Parking Enforcement Officers, may result in tickets, tows at the owner鈥檚 expense, and/or the revocation of parking privileges.
  • Parking lot locations are identified on the University of 蓝莓视频听Interactive Map.
  • With the exception of Lot X (from 4:30 p.m. Friday to 6:30 a.m. Monday) or parking lots assigned for use by on-campus residents, or as may be authorized by Special Constable Services and Sustainable Transportation, no vehicle shall be permitted in a prescribed parking lot from the hours of 3:00 a.m. to 6:00 a.m. each day.
  • Long term parking (e.g. storage for research vehicles) might be arranged and approved听directly听with Sustainable Transportation Office at designated lots. Standard fees apply.

Vehicle owner responsibilities

  • The Highway Traffic Act (HTA) of the Province of Ontario requires that all vehicles be maintained in a road worthy condition so that they may be driven safely on any highway. The University requires these same standards to be maintained for any vehicle operated on the property as HTA.
  • The University of 蓝莓视频 requires owners, operators or drivers of prescribed vehicles, or any class of them, to carry insurance and governing that insurance, including prescribing the form, amount, nature, class, provisions and conditions of the insurance and requirements respecting the evidence of such insurance.
  • Operators of a vehicle on campus, upon request of a University Special Constable, must produce proof of ownership of a vehicle and proof that the vehicle is insured as required by the Province of Ontario and a valid driver鈥檚 license.
  • No repairs, excepting emergency repairs, may be carried out to a vehicle on University property. University Special Constables will require proof of ownership of a vehicle in cases requiring emergency services.
  • Upon approaching a Stop Sign at an intersection, every person operating a vehicle must bring the vehicle to a full stop at the marked line or, in the absence of a line, immediately before entering the intersection. Having yielded the right of way, the vehicle may then proceed with caution.
  • Every person operating a vehicle, upon approaching a 鈥淵ield Right of Way鈥 sign, must slow to a reasonable speed, or stop for existing condition, and yield the right of way to any vehicle or pedestrian in, or approaching, the intersection. Having yielded the right of way, the vehicle may then proceed with caution.
  • Every person operating a vehicle on the campus shall do so with due care and attention and with reasonable consideration for other persons using the campus.

Speed limit

Unless otherwise posted, the vehicular speed on campus is 40 Km/h.

Prohibited activities

  • A person operating a vehicle on campus must not sound any bell, horn, or other signaling device so as to make an unreasonable noise nor shall such person at any time cause the vehicle to make any unnecessary noise.
  • No vehicle shall stop/park in an area designated as a 鈥楩ire Route鈥. The vehicle will be ticketed and听towed at the owner鈥檚 expense.
  • Privately owned snowmobiles, mini-bikes or all-terrain vehicles shall not be operated on the property of the University.
  • No vehicle shall be parked on campus other than in a prescribed parking lot, service vehicles are excepted.
  • No vehicle shall occupy a space in a designated parking lot other than within the limits set out by lines, curbing, markers or signs.
  • No vehicle shall be operated on any campus sidewalk, pathway, pedestrian walkway, grassed or landscaped areas, except service vehicles where other means of access are unavailable.
  • No vehicle shall be parked within or outside of any parking area, in front of or adjacent to any chained service access听way or area with bollard gates in such a manner as to impede or obstruct the continued use of such access听way.

Indemnity

Persons operating a vehicle on campus shall indemnify and hold harmless the University, its agents and employees from and against any claim for damages arising from an occurrence of bodily injury or the destruction of tangible personal property provided that the damages are caused by the negligence or breach of these regulations by the Person operating the vehicle.

Permit holders

Parking at the University

General

  • Parking fees are assessed as follows:
    • Permits purchased between the 1st to the 15th of a given month will pay the full monthly fee rate.
    • Permits purchased between the 16th through to the end of the month will pay one half of the monthly fee rate.
  • With the exception of AMP mobile parking purchases, parking permits / hangtags听must be displayed at all times.听 Simply purchasing a permit does not negate the offence of 鈥楩ailure to Display鈥.听
  • Permits must be visible to enforcement officers at all times while parked on University of 蓝莓视频 property and only in the lot to which the permit is valid as indicated on the top of permit.
  • The University of 蓝莓视频 operates License Plate Recognition (LPR) technology on campus to automatically scan and detect license plates. The image scanned is compared to a list of vehicles with valid permits for the given lot.听
  • A missing/broken gate or a gate in the 鈥渦p鈥 position does not authorize entry or imply free parking in any controlled access parking lot on campus. Permit or pay parking is required in these areas as per posted signage.听
  • The ownership and management of layby parking zones fall under the authority of Sustainable Transportation.
    • Individuals or departments seeking access to these parking zones must submit a formal request directly to the Manager, Sustainable Transportation for review and approval. Sustainable Transportation will assess and manage all requests in accordance with institutional guidelines and availability of space.

Faculty, Staff, Retirees and Students

  • All faculty, staff, retirees and students who park, or expect to park, on campus, must register any vehicle which they operate on campus with Sustainable Transportation, and shall pay, or authorize to have deducted from salary or wages if permitted by payroll, the applicable parking fees.
    • Executive Council voting members听and University of 蓝莓视频 Board of Governors are exempt from the standard parking permit request procedures applicable to other users. Permits for Executive Council members will be automatically issued or managed through a separate process, as determined by the Sustainable Transportation office.
  • Permit holders are responsible for ensuring that their personal and vehicle information remains accurate and up to date at all times. This includes promptly updating any changes to vehicle registration, contact details, or other relevant information through the . Failure to maintain accurate information may result in loss of parking privileges or penalties.

Visitors

  • Access to, or exit from, a credit card-controlled parking lot shall be made only by the use of the appropriate credit听card or prepaid voucher; any other method will be considered to be in contravention of these Parking Regulations and will be cause for a fine and/or immediate removal of the vehicle concerned.
  • Users of Visitor Lots who, by any means or method, fail to pay or avoid payment of the appropriate fees shall be subject to ticketing and/or towing at the owner鈥檚 expense.听

External vendors

  • Vendors may use University of 蓝莓视频 parking lots under specific terms and conditions set by Sustainable Transportation.
  • Vendors must obtain the appropriate parking permits prior to use and comply with all University parking regulations. Permit requests should be submitted in advance, and parking will be allocated based on availability.
  • Fees associated with parking must be paid by the vendor unless otherwise agreed upon in a separate contract or agreement. Failure to comply with parking policies may result in penalties, including revocation of parking privileges.

Contractors and service providers

  • Permits are available to a limited number of contractors and service providers engaging and performing deliveries or maintenance or services on University property.听
  • At any time, either before, while or after a commercial permit is issued, Sustainable Transportation reserves the right to request proof and/or a means of verifying said contractor/service personnel are working on a University of 蓝莓视频 construction site. Where sufficient documentation is not provided, Sustainable Transportation reserves the right to revoke any or all parking privileges on University property.
  • Contractors & Service Provide听Permits are available to general contractors for distribution to sub-trades. Permits are issued by project, not company.
  • Permits purchased will only be processed, and issued, if required criteria [i.e. University issued ID] are met to the satisfaction of Sustainable Transportation.
  • Permits are for specified areas only. These permits are only supplied when parking is essential in the performance of the work.
    • Permits are not issued for the convenience of contractor staff for transportation to and from the University.
  • Contractor parking permits may be purchased by the month or term. Parking is subject to special regulations (these change from time to time depending on available parking inventory, type of construction activity, University needs, etc.), please contact Sustainable Transportation for information.
    • Under no circumstances are contractor permits valid in reserved spaces.
    • The contractor shall park their vehicle in the designated gravel lot for the duration of their service. If parking in the visitor lot, the contractor is responsible for purchasing parking.听
    • Accessible parking spaces impacted by construction are to be replaced by the project.

Service vehicle permits

  • Designated service vehicle parking spaces are reserved for vehicles that are actively engaged in maintenance, repair, or other official business on University of 蓝莓视频 premises.
    • A valid service vehicle permit must be clearly displayed at all times while parked in designated service vehicle spaces.
    • Depending on the location, time limits may apply to service vehicle parking. Service vehicles are expected to adhere to posted time limits to ensure that other service providers have access to these spaces.

Permit hangtags and transponders

  • Parking hang tags must be hung from the rear-view mirror with the lot designation facing outward.
  • Parking permits and transponders, while they are issued to permit holders, remain the property of the University and must be returned to Sustainable Transportation on cancellation of parking privileges.
    • Only one transponder and hang听tag听will be issued to each permit holder, regardless of the number of vehicles registered.听 The听hang tag and/or transponder will be used for parking of only one registered vehicle at any one time. Permit holders found in possession of hang tag and/or transponder previously reported missing shall have all parking privileges on campus rescinded.
    • Responsibility for the safe custody of a hang tag and/or transponder rests with the permit holder.听
    • Anyone who alters or fraudulently uses a University of 蓝莓视频 parking permit or transponder is liable to a fine and may lose parking privileges.
    • Transfer by sale or exchange renders the permit invalid. Unauthorized use will result in the confiscation of the parking permit as well as a parking infraction being issued.听 In addition, the vehicle may be towed and parking privileges suspended.
    • Manufacturing and resale of multiple fraudulent parking permits/tags const of theft from the university and will be managed by University Legal & Immigration Services.听
    • Any vehicle parked on the University of 蓝莓视频 campus displaying a fraudulent (altered) permit will be fined and their vehicle will be towed. The Owner/driver is responsible for paying both the fine and the towing charge. There is no reduction for early payment of the fine.

Lost or stolen permits

  • Responsibility for the safe custody of a hang tag and/or transponder rests with the permit holder.
  • Faculty or staff permit holders will be required to pay a $20.00 fee for a replacement hang tag and $40.00 fee for replacement transponder. The replacement fee will be refunded provided the replacement hang tag is returned to Sustainable Transportation within fourteen (14) days of the date of issue.
  • Permit holders found in possession of hang tag and/or transponder previously reported missing shall have all parking privileges on campus rescinded.

Accessibility & accommodations

Accessibility & Accommodations

  • Our mission at University of 蓝莓视频 is to ensure adequate accessible parking, when possible, for those who require accommodation. Any visitors or members of the University with physical disabilities may apply to Occupational Health or Student AccessAbility for consideration for special parking privileges.
  • The 鈥Guidelines for Alternate Parking Arrangements鈥 exists to assist with navigating the process of obtaining alternative campus parking arrangements for persons with disabilities or temporary medical conditions. Requests for temporary parking accommodations听will be reviewed each term.
  • Certain parking spaces are designated as Accessible Parking spaces and are restricted to the use of those who are disabled. Only those vehicles displaying the appropriate Ontario Accessible Permit may park in these locations.
  • No vehicle shall be parked in such a manner as to impede or obstruct continued entry to or egress from those access ways intended for the use of the accessible parking.

Cancellations, refunds and appeals

Cancellations, refunds and reinstatements

  • It is the responsibility of the permit holder to place their parking on 鈥楬OLD鈥 during their approved absence.
  • Where possible, Faculty or Staff members departing campus on an HR approved leave of absence are requested to come to the Sustainable Transportation office, surrender their hang tag and/or transponder for the duration of their leave,听and sign a cancellation card for the payroll department.
  • Faculty or Staff members on an HR approved leave of absence unable to visit the Sustainable Transportation office in person, are encouraged to email: sustainable.transportation@uwaterloo.ca for direction.
  • Parking fees will be refunded on a prorated basis, according to the original method of payment.
  • Parking fees assessed upon cancellation will be calculated as follows:听
    • Permits purchased between the 1st to the 15th of a given month will pay the full monthly fee rate.
    • Permits purchased between the 16th through to the end of the month will pay one half of the monthly fee rate.
  • Permit holders who retain their hang tag and/or transponder during their approved absence from campus will be responsible for all accrued parking fees. Outstanding parking fees will be deducted from wages when payroll resumes.
  • As needed, persons returning to campus from approved leave should attend the Sustainable Transportation office in person to听pick up their hang tag and/or transponder and authorize deduction of their parking fees by signing an activation card for the payroll department.

Appealing a violation

  • Appeal application forms are available online through the dashboard or with Sustainable Transportation.
  • Appeals must be submitted to the Property Infractions Committee within 14 days of the alleged infraction.听 Appeals after the 14 days must be paid in full and in writing.听 Should the committee overturn the violation a full refund will be issued to the appellant.
  • The Property Infractions Committee听may allow or disallow any appeal. The decision of the committee is final and binding.
    • The Property Infractions Committee shall notify the appellant in writing of the decision.
    • A non-voting member, the Manager, Sustainable Transportation (or designate) is the Secretary to the Property Infractions Committee.
    • The PIC committee is reviewed annually; new or re-appointments are made as appropriate.
    • Sustainable Transportation personnel do not hold a vote on the committee.
    • The PIC meets monthly, or as required, and receives and considers all appeals related to Traffic and Parking offences filed with them.

Events and long term parking

Events & long-term parking

  • Except for University owned vehicles, long term parking is to be arranged directly with Sustainable Transportation at designated lots. Standard fees may apply.
  • Certain Pay Parking Visitor Lots are designated parking lots for planned Events.
    • Parking lot permit holders may need to relocate for special events at a parking lot. Sustainable Transportation will notify permit holders in advance.听
  • Parking arrangements for University of 蓝莓视频 special events must be made with Sustainable Transportation a minimum of two (2) weeks in advance of the event. Current parking rates will be assessed.听 All efforts will be made to accommodate event parking within the limits of available parking.
  • Members of the University Community wishing to make special arrangements for guest parking should inquire at the Sustainable Transportation office.

Carpooling, electric vehicles, motorbikes and bicycles

Carpooling

  • Eligibility: To be eligible for the Carpool, Emergency Ride Home and Preferential Parking programs, carpool members must register as a carpool group with Sustainable Transportation.
  • Permit and Fees: A valid Carpool permit is required to use designated carpool spaces. The permit must be displayed clearly at all times while parked in a carpool spot. The carpool permit is issued to the carpool captain only, who is responsible for the carpool permit fees. All carpool permits are issued by Sustainable Transportation and remain the property of the University of 蓝莓视频.
  • Non-Compliance: Vehicles parked in carpool spaces without a valid permit or with only one occupant may be subject to fines, towing, or revocation of parking privileges.
  • Changes in Carpool Group: Any changes to the registered carpool group, including vehicle or participant changes, must be reported to the Sustainable Transportation office to maintain the validity of the permit.

Electric vehicle parking

  • The electric vehicle (EV) charging stations located on University premises are designed for standard partial or fully powered electrical vehicle. Spaces are not designed for motorcycles, off road vehicles, or commercial vehicles usage.
  • EV stations are available for use by authorized users, subject to availability and the following conditions:
    • Access: To use the EV charging stations, a valid parking lot permit is required. Existing valid permit holders or individuals purchasing a temporary permit must present confirmation of their to the staff in the Sustainable Transportation Office.
    • Charging Time Limits: Users are expected to follow posted time limits (4 hours maximum) for EV charging to ensure fair access to all. Vehicles occupying charging spaces beyond the permitted time may be subject to fines or penalties.
    • Fees: The use of power from this charging station is free of charge at this time.听
    • Maintenance and Proper Use: Users must ensure proper use of the EV charging equipment and report any damage or malfunctions to Sustainable Transportation immediately. Abuse of the charging stations may result in suspension of access privileges.
    • Non-EV Vehicles: Parking in EV charging station spaces is restricted to electric vehicles actively charging. Non-electric vehicles or EVs not connected to a charging station may be subject to towing or fines.
    • Enforcement is based on the time shown on the display, of which it is a user鈥檚 responsibility to monitor. Disconnecting and reconnecting the charging station to reset the time will be found to be a violation of the terms of use. Any unauthorized vehicle(s) occupying this space without authorization will be ticketed and may be towed at the vehicle owner鈥檚 expense.听

Motorbikes, bicycles & motor assisted bicycles

  • Every person who operates, or rides a bicycle or motorcycle, or motor-assisted bicycle as defined by the Highway Traffic Act, on campus, must wear a helmet that complies with the regulations as set down in the Highway Traffic Act.
  • Bicycles and scooters (both electric and non-electric) shall be operated on roadways and pathways only and with due care and caution, in observance of all traffic regulations.
  • Bicycles shall be parked only in bicycle racks or designated, registered bicycle storage.
  • Bicycles and scooters shall observe speed of 20km/h or less while traveling on campus.
  • Motorcycles must be parked on motorcycle pads specifically assigned for the use of motorcycles. In cases where motorcycle pads are full, they may park in a staff/faculty/student lot but must place a disc under the kickstand to avoid asphalt damage. 听No other vehicles shall be parked on motorcycle pads, or in such a manner to obstruct or impede continued access to the pad.

Enforcement

Enforcement

  • Sustainable Transportation employees and Special Constable Services personnel are authorized to enforce the parking regulations.
  • Suspension of the privilege of parking on campus is deemed to be the ultimate deterrent in these Regulations.
  • Parking privileges may be cancelled for any of the following reasons:
    • Non-payment of outstanding fines, parking charges, parking permits or failure to have valid insurance in force.
      • A suspension applied for failure to pay all outstanding fines, or for not having a valid insurance in force, shall remain in effect until the fines are paid to the unit and/or or the owner of the vehicle produces proof to the Special Constable that the vehicle is covered by a valid policy of insurance. Except for terms of the above clause, suspensions of parking privileges on campus shall not exceed a period of more than sixty (60) days.
    • Repeat citations or obvious disregard of regulations.
    • Supplying Parking Services with false information to obtain parking privileges.
    • Misuse of a transponder and/or permit.
    • Using an altered, duplicated or otherwise unauthorized transponder and/or permit.
    • Circumvention of parking control equipment, tailgating, manipulation of gate and gate system and failure to make payment for parking.
    • Any abuse of our staff in any medium and format will result in the suspension of your parking privileges. No refund will be provided for parking fees covering period of suspension.
    • Other contraventions of the Parking Regulations.
  • Offences will result in a ticket and/or tow. Any outstanding parking fines and expenses will be attached to student accounts and a HOLD will be placed on the student鈥檚 account until they are paid in full.
  • The persons to whom permit hang tags are issued will be held responsible for traffic and parking violations regardless of the actual driver of the vehicle. When vehicles are sold, traded or otherwise disposed of, it is important to remove hang tags听and to notify Sustainable Transportation.
  • Parking permits will not be issued to accounts with outstanding balances.听 All tickets听must听be paid in full prior to a permit being issued.
  • IT IS A CRIMINAL OFFENCE TO DUPLICATE, COUNTERFEIT, ALTER OR OTHERWISE USE UNAUTHORIZED PARKING PERMIT.
  • Any person, who, by any method, assists others to gain access to or exit from a controlled parking lot in contravention of these Parking Regulations will be liable to a fine and removal, and in addition may have any privileges of parking on campus rescinded.
  • Where a suspension of parking privileges on campus is applied to any person for contravention of the Parking Regulations, Sustainable Transportation shall forthwith provide written notice to such person of the reasons for the terms of the suspension, either by mail or personally.
  • All vehicles parked on campus must adhere to all the campus rules and regulations.

Violations, fines and penalties

  • Monies realized through the issuance of citations on campus are donated by Sustainable Transportation to student scholarship funds.
  • Payment of fines must be made at the Sustainable Transportation office or on-line through .
  • Certain fines paid within 14 days from the date the citation is issued may receive pre-payment discount.
  • Payment of fines is mandatory. Sustainable Transportation will not re-register the vehicle of any faculty, staff or student until all outstanding fines or fees are cleared by payment.
  • Students with outstanding fines will be notified, if possible, a HOLD will be placed on the student account and a seal will be placed on transcripts and graduation diplomas until payment of such fines has been made.
  • General penalty 鈥 every person who contravenes any of the provisions of the Traffic, Smoking and Parking Regulations, where a penalty for the contravention is not otherwise provided herein, is liable to a fine of $40.00.
  • Every person who, when completing a parking registration form, supplies or submits false or misleading information shall be subject to a fine.

Towing of vehicles

鈥嬧赌嬧赌嬧赌嬧赌嬧赌In addition to citation and/or fee, a vehicle may be towed and stored at the owner鈥檚 expense if parked in violation of the Parking Rules and Regulations.

Accidents and property damage

  • Every person in charge of a vehicle who is directly or indirectly involved in an accident on university property must stop and report the accident forthwith to a University Special Constable. The person reporting the incident must present the officer with information or a written statement concerning the accident. Where such person is physically incapable of making a report and there is another occupant of the vehicle, such occupant must make the report.
  • Every person who, through operation of a vehicle on campus, causes damage to University property shall be responsible for payment of all costs to repair or replace. The operator of the vehicle must immediately report to a University Special Constable any such damage. Ultimate liability for damages rests with the vehicle owner, regardless of who was operating the vehicle at the time of damage.

Abandonment

  • Notwithstanding any other provisions of the Regulations, the University of 蓝莓视频 reserves the right to remove from the campus: abandoned vehicles; vehicles found without a valid parking hang tag; vehicles with an unauthorized or altered parking hang tag; vehicles without valid license plates; vehicles for which parking fees have not been paid; vehicles parked in a fire route and vehicles parked in barrier free spaces without displaying valid Ministry of Transportation permits.
  • Vehicle owners shall be responsible for all costs involved in the removal, impounding and storage of such vehicles and all fines imposed for infractions of the University鈥檚 Traffic and Parking Regulations.

Definitions

Barrier free鈥 means any parking space designated by signs and/or road markings bearing the wheelchair symbol.

Barrier free accessway鈥 means a facility designated to provide entry or egress for those persons with physical disabilities; it includes ramps, curb openings and all structural modifications designed to facilitate movement from pedestrian to vehicular areas.

鈥淏颈肠测肠濒别鈥 A muscle powered conveyance - which includes unicycles and tricycles - whose operator is subject to the same rights and responsibilities as an operator of a vehicle.

颁补尘辫耻蝉鈥 means any and all property owned, occupied or leased for use by the University of 蓝莓视频.

鈥淐辞苍迟谤补肠迟辞谤鈥 a person or company that signs a contract to supply materials or workers to perform a service or a job.

"Conveyance" means a vehicle or bicycle.

Emergency accessway鈥 means designated roadways, laneways, turnarounds, laybys, service areas etc. that restrict the movement of traffic except for emergency vehicles as part of an emergency response.

External Vendors鈥 means any external company, individual, or other entity that provides goods or services to the University.

Faculty鈥 means a person employed by the University whose duties are those of performing and administering the teaching and research functions of the University.

Fire route鈥 means a private road, lane, ramp, or other means of vehicular access to a building or property that is used for emergency access. There is no parking at any time on roads designated as fire routes.

贬补苍驳迟补驳鈥听A decal with the lot identifier, serial number and expiry date issued by Sustainable Transportation. A hangtag is valid only for vehicles that have been pre-registered through Sustainable Transportation.

Parking lots鈥 means a lot or structure on or in which 鈥淰ehicles鈥 may be parked or left that is operated by the University of 蓝莓视频. These areas are identified by letter code on the campus map, and are classified as follows:

  • Staff/Faculty Lot 鈥 The appropriate valid parking hang tag must be displayed.
  • Student Unreserved /Pay and Display 鈥 The appropriate valid permit displayed or purchased permit must be displayed.
  • Visitor Lots 鈥 Pay parking for visitors where signage indicates.听 Payment via mobile pay.

Park or parking鈥 means the standing or stationing of a vehicle occupied or not. Temporary parking is allowed in service vehicle spaces only 鈥 a valid permit must be displayed.

鈥淧别谤尘颈迟(蝉)鈥听means a permit issued by the Sustainable Transportation office.

Property Infractions Committee鈥 refers to the Property Infractions Committee (PIC) appointed by the Vice President Administration and Finance of the University or appointed designate. The PIC consists of active members, including at least one member from each of the following groups: Faculty, Staff, CUPE, OPSEU, Graduate students and Undergraduate students. Members of the PIC elect a Chairperson.听 Tickets issued by Special Constable Services are not adjudicated by the OPSEU representative.

Retiree鈥 means a former employee who has resigned from the university to retire.

搁辞补诲飞补测鈥, encompasses the Ring Road, its entrances and exits, service roads, loading areas, and ways of access to, from and through designated parking lots intended for use by vehicular traffic.

Service provider鈥 means an individual, company, or organization that offers services to the University.

Service Vehicle鈥 means any vehicle for which a reserved 鈥SRV鈥 parking permit has been issued and properly affixed.

Signs鈥 include posters, road markings, signs and any other devices, permanently or temporarily erected by the University to regulate or direct the movement of pedestrian and vehicular traffic and the parking of vehicles on campus.

Special Constable Services鈥 refers to the University of 蓝莓视频 Special Constable Service unit.

Staff鈥 refers to those persons on the University payroll whose principal appointments are other than faculty. (Policy 54 鈥 Definition of Staff)

Student鈥 means a person who is registered as such by the University in a program that leads to a degree, diploma or certificate of the University.

University鈥 means the University of 蓝莓视频.

痴别丑颈肠濒别鈥 means an automobile, motorcycle, motor assisted bicycle and any other vehicle propelled or driven otherwise than by muscular power.

痴颈蝉颈迟辞谤鈥 means any person, other than faculty, staff or student, parking a non-registered vehicle on campus. Members of the faculty, staff or student body are not considered visitors for the purpose of enforcement of these Regulations.
