The Government of Ontario is committed to protecting the benefits of research funded through its programs to ensure long-term economic security. To mitigate risks of loss or misuse of publicly funded knowledge, the Ministry of Colleges and Universities, Research Excellence and Security (MCURES), in collaboration with the Ministry of the Solicitor General (SOLGEN), will review submitted proposals for potential economic and geopolitical risks. Applicants may be asked to provide additional information to support their responses.
Principal Investigators (PIs) must identify and address these risks using the . All Named Researchers, including the PI, are required to complete an . SOLGEN will review all Named Researchers, which may result in some projects being classified as high risk.
Research security requirements apply to all funding applications managed by MCURES, regardless of the research proposal's nature. Note that there are differences between federal and provincial research security guidelines. Applicants should consult the when seeking provincial funding.
