Terms of Reference
COMMITTEE ESTABLISHMENT AND MANDATE
The Senate Planning and Finance Committee is a standing committee of Senate and is established in accordance with the University of À¶Ý®ÊÓÆµ Act.
The Committee serves as the primary forum within Senate for critical appraisal of long-term financial, strategic, and campus planning and internal in support of the long-term financial, strategic, and campus planning and internal in support of the University's academic mission, in a shared governance context.
MEMBERSHP
The membership of the committee shall consist of the following:
Ex-officio
- President and Vice-Chancellor, who all chair the committee
- Vice-President, Academic and Provost
- Vice-President, Administration and Finance
- Vice-President, Research and International
- Dean of each Faculty, or designate
- Associate Vice-President, Academic Operations
 Appointed by Senate
- Six elected faculty members of the Senate, one from each faculty
- One faculty member of Senate from the Affiliated and Federated Institutions of À¶Ý®ÊÓÆµ
- One member from the board of directors of the Faculty Association of the University of À¶Ý®ÊÓÆµ
- Three elected student members of Senate, at least one of whom shall be an undergraduate student and one who shall be a graduate student.
- One alumni member of Senate
- One member of the Board of Governors, appointed by the Board from among the community-at-large or governor-in-council members of the Board
 For members appointed by Senate, the aim is to have broad and inclusive representation from all Faculties. Appointments shall be made in accordance with regular Senate nominating processes.
RESPONSIBILITIES
The Committee shall have the following responsibilities:
Provide advice and guidance to Senate on long-term strategic and campus planning as it relates to the advancement of the University's academic mission, including:
a. Strategic planning
b. Strategic academic planning including enrolment management
c. Integrated planning and budgeting
d. Campus and capital planning, including physical and digital infrastructure
Receive and consider the annual operating budget, for recommendation to Senate.
Receive for information annual reporting on institutional key performance indicators.
Receive for information and/or consideration other briefs and reports related to university planning, financial or strategic matters, as Senate may designate from time to time.
Review its terms of reference on an annual basis and make recommendations to Senate thereon. A comprehensive review shall be undertake every five years.
MEETINGS
The Committee shall normally hold at least four regular meetings each year.
Special meetings may be called by the chair of the Committee.
