Ontario Bill 166 (2024) and the Mandatory Disclosure of Course Fees

is meant to strengthen student support systems in post-secondary institutions. This includes student mental health supports, anti-racism and anti-hate policies and programs, and new requirements around cost transparency. The new expectations around cost transparency include the requirement to disclose the cost to students of all course materials, tools, and technologies in a public manner. At the University of À¶Ý®ÊÓƵ, instructors should add this information through the Course Outline tool.

Course Materials Cost for Course Reserves

  • The majority of course materials are made available at no cost to students. While they should be listed on the course outline if they are required for the course, they can be presented as $0.
  • Some materials are available in limited quantities, particularly physical course reserves or electronic resources with limited concurrent user access. If not enough copies exist for all students in a class, faculty should indicate a student cost for the materials. Instructors may reference the or other sites to find representative costs. Upon request, Course Reserves can help instructors identify if any electronic resources on reserve have limited concurrent user access.
  • Libraries’ staff are unable to advise instructors on the student cost of course materials as the cost for materials purchase or license to the University of À¶Ý®ÊÓƵ Libraries is not the same as the cost to the student or public.

ÌýConcerns or Questions about Bill 166 Compliance

Instructors can share concerns or bring questions about Bill 166 compliance to their Associate Dean Undergraduate or Teaching, or Associate Dean Graduate, depending on their course and faculty.
